The Lovers is not the romance card, whatever the name suggests. In the older Marseille decks it shows a man between two women with an archer overhead, and the whole subject is that he has to pick one. That is where the meaning comes from.
The Rider-Waite version keeps it. Two figures under the angel Raphael, a tree of flames behind him and the tree of knowledge with the serpent behind her, and nobody in the picture is looking at anybody else. They are both looking up.
It gets pulled for a decision that will cost something either way, and specifically for the kind where the values matter more than the outcome. Love turns up in the reading often enough, but the card underneath it is choice.
