Rose quartz is cloudy because of microscopic borosilicate fibers grown through the quartz, and those fibers scatter the light that makes it pink. Clear pink quartz exists and is a different, much rarer material.
The heart association is universal and the older use is narrower than the valentine version. Rose quartz is worked for the person who is generous with everyone else and hard on themselves, which is why it works so well on keys: you touch it on the way into your own house.
